Recently, the SAR government is planning to ban smoking in all restaurants as smoking is detrimental to health.

People to be invited and the issues to be covered

        I think we should cover the impact of smoking. As not all the citizens understand clearly that smoking is harmful to our health, we can take the chance to inform  the citizens the way that smoking affect our health. Therefore, I think we can invite a doctor to be our first speaker who can give professional knowledge  to the public on the harmfulness of smoking and. I am sure the speech will be more persuasive.

        We should invite two restaurant owners. They can tell us what are the effects if the SAR government has banned smoking in restaurants. They may have fewer customers and their profit may be reduced . Moreover, they can state the barriers of conducting the rule of prohibiting smoking. There are some people who will break the rule; they  still smoke in the restaurants. So how do the waiters treat those ‘law-breakers’? . The restaurants owners can express their opinions on the ban. We had better to invite one owner who supports the ban and one opposes it. So that we can have a debate on the topic.

        We should invite two or more citizens to be the speakers to express their ideas. We had better to invite both smokers and non-smokers. They can tell us about the way they feel about the ban, the reasons for their support or non-support  the ban, the effect of the ban to them. To smokers, they may go less frequently to the restaurants or prefer to take-away instead of eat-in. To the non-smokers, they may find that the air fresher after the ban and they can enjoy their meal in the restaurants.

        We can invite a councilman on behalf of the SAR government to explain to us why the SAR government ban smoking in the restaurants and give us more clear ideas about the ban. Moreover, he can answer the questions asked by the audiences and speakers.

        We can invite teenagers to be a speaker as this can show that our forum is open to everyone and teenagers have the rights to express their ideas, not only the adults.

        We can encourage our students to join the forum by giving souvenirs to the students who have joined the forum. Moreover, we can point out that the policy is related to us closely, and smoking is really harmful to our health.  We should join the forum to show that we care about the policy and we support it.

        All in all, in the forum, we should cover the advantages and disadvantages of the policy; the  effects that the policy on both for  and against sides
